El Andamiaje 脚手架

The PRI is gone. Its organizational skeleton is not. The party that governed Mexico for 71 years built a control architecture — CTM, CNC, CNOP — that converted social organization into political loyalty. Democratic alternation in 2000 removed the party from Los Pinos. It did not remove the logic of exchange: loyalty for access, compliance for welfare, silence for security. Democratization changed who held power. It did not change how power is organized.民主化改变了谁掌权,但没有改变权力如何被组织。

The standard narrative of Mexican democratization runs like this: the PRI monopoly ended in 2000, multiparty competition arrived, and the country transitioned to democracy. This is accurate as far as it goes. What it omits is the infrastructure beneath the parties — the sectoral organizations the PRI built to manage labor, peasants, and urban classes. That infrastructure did not transition. It adapted, hollowed out, or was reproduced in new forms. The Three Pillars三根支柱

Cárdenas didn't just reform Mexico — he reorganized society into controllable sectors.卡德纳斯不只是改革了墨西哥——他把社会重组成了可控的部门。

Between 1936 and 1943, President Lázaro Cárdenas built the three organizational pillars of PRI corporatism. Each sector of society — workers, peasants, urban popular classes — received its own confederation, formally incorporated into the ruling party. The architecture was elegant: it gave each sector an official voice and official representation, while ensuring that voice could only be heard through party channels. Independent organization was not prohibited — it was simply unnecessary. The labor pillar. Founded by Fidel Velázquez and Vicente Lombardo Toledano under Cárdenas. Velázquez ran it for 56 consecutive years until his death in 1997 — the longest union leadership in Latin American history. The urban popular pillar. Created to absorb the growing middle class that World War II–era industrialization was producing — small merchants, professionals, homeowners, women's associations, university students. What it could not accommodate, it managed. Salinas's privatizations broke the industrial heartland of CTM organizing. The machinery survived by finding a new purpose.萨利纳斯的私有化摧毁了CTM组织的工业核心。这套机器通过找到新用途而存活下来。

The corporatist deal was coherent so long as the state controlled the industrial enterprises where CTM was organized. Salinas's privatizations between 1988 and 1994 sold those enterprises — TELMEX, banks, airline, steel — to private capital. The CTM lost its industrial base. What remained were the legal instruments: the collective bargaining certification, the union registration, the closed-shop authority. These were repurposed. Foreign maquiladora operators discovered they could buy labor tranquility the same way domestic firms had: pay the CTM a monthly fee, receive a signed "protection contract," and manage workers without interference. Protection contracts — scale保护性合同——规模

of all collective bargaining agreements were "protection contracts" before the 2019 reform — signed without worker knowledge. In Jalisco alone: 75% of CBAs were sindicato blanco contracts. Companies paid up to 30% of payroll for "labor tranquility." Why it persisted为何得以延续

Three mutually reinforcing interests: CTM collected dues without delivering services. Employers paid for predictability — the cost of labor disruption exceeded the fee. The state benefited from wage suppression as a tool for attracting FDI. What the reform achieved改革取得了什么

108,000 ghost contracts eliminated. 5 million workers participated in legitimation votes for the first time. The GM Silao plant (6,500 workers) voted out the CTM in 2022 and chose independent union SINTTIA — a landmark. Some protection contracts survived by self-legitimating — phantom unions voted for themselves. The U.S. expressed concern in 2023 about persistence in manufacturing. The reform opened space; it did not fill it. The reform was required by USMCA — it was not a Morena initiative; it was an external mandate. Without U.S. and Canadian pressure, the reform would likely have been diluted or delayed. Mario Vargas Llosa · 1990

"La Dictadura Perfecta"

The coinage is Vargas Llosa's, not Meyer's (a common misattribution). At Octavio Paz's September 1990 forum, Vargas Llosa argued Mexico was "the perfect dictatorship … the permanence not of one man, but of an unmovable party." The insight was not about repression — it was about the elegance of a system that made itself unnecessary to oppress because it had already organized everyone. "完美独裁"这一说法是巴尔加斯·略萨的,而非梅耶尔的(常见的误引)。在奥克塔维奥·帕斯1990年9月的论坛上,略萨认为墨西哥是"完美的独裁……不是某个人的永久,而是一个不可撼动的政党的永久"。这一洞见不是关于镇压的——而是关于这样一个系统的优雅:它无需压迫因为它已经把所有人都组织好了。

Lorenzo Meyer · 1991–2009

"Liberalismo Autoritario"

Meyer's concept: Salinismo's neoliberal modernization preserved and weaponized "inherited political instruments: authoritarian, anti-democratic, and pre-modern." He later developed "autoritarismo de mercado" — market authoritarianism — to describe how economic opening did not produce political opening but instead found new uses for old controls. In 2009: "From Exhausted Authoritarianism to Fragile Democracy." Middle Classes as Stabilizers

Loaeza's contribution: the PRI managed its hegemony by co-opting middle-class sectors through CNOP, educational access, and public employment — making them stakeholders in stability rather than agents of change. Her analysis of PAN is equally sharp: it functioned as "loyal opposition" that paradoxically stabilized the PRI by providing a legitimate outlet for dissent that stopped short of systemic challenge. Structural Verdict结构性判断

The PRI left. The PRI's organizational logic didn't. CTM still collects dues on many contracts reformed only on paper. CNC still manages rural compliance in states where no competing organization exists. And Morena — the movement that promised the "Fourth Transformation" — has reproduced the essential PRI exchange at scale: unconditional welfare transfers in place of sectoral organization, direct executive-to-beneficiary patronage in place of union bosses, but the same underlying logic: access in exchange for loyalty. The 2019 labor reform was real and consequential — it eliminated 108,000 ghost contracts and opened independent organizing space for the first time since 1938. But it required U.S. and Canadian pressure to happen, and its enforcement remains uneven. The structural question is whether the vacated space gets filled by genuine independent unions or by new forms of capture. So far, the evidence is mixed. The scaffolding is crumbling in some places.
